Why can't they sort out the County game?

It looks as if inertia has gripped the domestic game and we'll be stuck with the same stupid set up we had this season. Why can't they sort it out? It basically seems to be that a few counties make shed loads of money from the new long T20 and have blocked it being cut back to a more sensible length again. I think it's shocking sides would stand in the way of change like that.

What can be done? Any thoughts?
