fair enough, I reckon free agency with a salary cap of like 10BPs would work.
No transfer fees required. If a team loses a good player they just have a few BPs in hand to entice someone over themselves.

If you are determined on trading it can still work, I would just advise a possibility of transfer fees whereby rather than a player for player trade the clubs could agree of player for BPs (this would then possibly see 1 club with a 9BP salary cap and another with 11).
