Its pretty simple, if the majority of gorunds are unplayable, then the round gets called off. Pretty simple i would have thought.
Also, lets be serious about the captains deciding. The team in front will want to play and the team behind wont, so what is the point going through it all when the comp can make an unbiased decision on what happens prior to play.
Not having a go, just dont think its practical.

If one game plays and the others dont then that is just the luck of the draw a bit like the wickets. What happens if a team gets a result in the first week and the others miss out then this gives them a opportunity to ge the 6 points.
Of course the captain from the team in fron will want to play and the opposite for the team behind but then this decision comes down to the umpire. Surely they can make this decision on whether the wicket is safe to play on.
If no decision can be made then no play will go ahead.
