Jimmy Higgs legspinner from Victoria. For those who haven't seen Jimmy Higgs in action there is some footage of him here from 1981. He appears on a Wikipedia list of bowlers no balled for throwing.
That is said to have happened in 1975 and it must have been in England. I cant recall the events so I will take up the challenge and try and find out how it all transpired.
