The 15b World Islands Resort, Dubai.
A collection of 300 private islands in the shape of continents located off the coast of Dubai, The project was begun in 2003 yet a decade later only two islands had been completed. As of 2016 no less than 291 of the 300 islands had been undeveloped and to this day remain nothing but sand.
