rag sheet that would be a constitution
Well, the USACA website has posted the "final draft" of the constitution it's
supposed to submit to the ICC. And it's not much better than the old one.
Just a quick reading reveals all these problems:
1) College and school clubs can be associate, but never full, members.
Who the hell would then even join as an associate member? And I believe
there are, right now, some college clubs in local leagues. Are they going to
be disbarred as full members?
2) USACA membership runs from 1st to end of each year but dues don't
have to be paid til May 31st. Can be a member half the year without paying.
3) There's now a CEO position but its functions seem to heavily overlap with those of the other members of the Executive Board.
4) Then there's the all important matter of elections and the arrangement
set out in this "improved" constitution is no better, maybe even worse,
than the earlier draft. First, the Executive Board appoints a 9 member
nominating committee, one or two from each region. This nominating
committee submits nominees for the executive position so, in
effect, they choose the USACA officers. Doesn't say who can be appointed
on the nominating committee nor how they're selected (by majority vote
of Executivee Committee)? This nominating committee then submits
candidates for the executive positions. How many candidates? Doesn't
say. Could be only one candidate per position. Then these candidates
must be voted on by the administrators in each region. Does each
region vote seperately? Or together? Doesn't say, so we don't really
know how they're elected!
5) Then, this matter of electing regional administrators is real murky.
Says regional directors cannot be USACA regional representatives but then,
in Article IX, section 3, seems to say they can.
6) Seems to be lots of overlapping responsibilities for regions and the
USACA executive board. For instance, USACA wants them to raise money
but will withhold USACA money if they're out of step!
7) Seems to say a bad apple executive board member can only be
removed by a majority vote of the board itself. Not very encouraging.
All in all, this ragsheet has the same problem as the last constitution: namely, there's
not an iota of a democratic process in the election process nor in the accountability
of the USACA executives. The Maryland Mugabe and the cronies who
hijacked the USACA can just hand pick their own lackies for the
nominating panel, get themselves nominated and no-one else, so the
regions have no one else to vote for, get elected, and don't have to
worry about anyone kicking them out! ICC, throw this ragsheet into
the dust bin of corrupt cricket politics!
