Why do cricketers wear a base layer?

I dont understand why they wear this base layer under incredible hot game climates.

and also what does it mean if an established player leaves his keeping gloves to a player in the team he coaches? there seemed to be a tradition doing that

does it mean that he thinks that player has potential?
