will team forums come back when there is more traffic?

I'm not saying any team deserves one for the time being and I'm certainly not trying to force anything here--I have seen forum requests get pretty ugly on BigSoccer. Instead, I am just wondering what kinds of parameters (posters, # of posts, etc) would warrant a team board getting re-established on BigFootball...
