If you are using Windows XP, you could apply the patch which increases the number of simultaneous half-open connections. Though the main reason for low speeds would be that your ports aren't forwarded properly or the torrent isn't popular.

If you want to Optimize your DSL connection speed,
1) You need to go to Start, then "Run".
2) Type in regedit in the box.
3) Next, go to the registry
Search the string DefaultRcvWindow .Code:HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\VxD\MSTCP
Change the value to 64240 then restart your computer.
Original value is 373360(For restoring if any problem occured)
Click Start-->Run-->type "gpedit.msc" without the "
This opens the group policy editor. Then go to:
Local Computer Policy-->Computer Configuration-->Administrative Templates-->Network-->QOS Packet Scheduler-->Limit Reservable Bandwidth
Double click on Limit Reservable bandwidth. It will say it is not configured, but the truth is under the 'Explain' tab :
"By default, the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default."
So the trick is to ENABLE reservable bandwidth, then set it to ZERO(0).
This will allow the system to reserve nothing, rather than the default 20%.
Tested on XP Pro.
Also working with Win 2000.
It's not working on XP Home Edition.
It's will not increase your download speed much, but it's will make your surfing better.
