WHO/WHAT AM I

Hint: When I said that he became known the world over in the 90s for what he'd done "years ago", it indicates that that must have been before 1990 and that was the time of the Cold War.
 
Cold War has given it to me I think.
Vasily Aleksandrovich Arkhipov hero of the Cuban Missile Crisis when he averted a nuclear war by refusing to fire a nuke armed torpedo at the Americans.

Warm but not him. He died on 19 August 1998 (aged 72). Cf. my post.
 
Did your man have anything to do with the Cuban crisis. If not what was his connection with the Cold War?
 

Stanislav Petrov, also averted a nuke war in 1983. Another man who 'saved the world'. He and Arkhipov are two great Russians.​
