Not a hand leaf scoop? No too many holes. Nor is it a dog poo scoop.

As it has holes, perhaps needed for separating some material from another.

Is it a humane device for catching spiders?

No, but that could work on our big huntsman spiders I never kill despite their size. Unlike red backs and white tips here. They are not poisonous and not dangerous as they look. They do move and scuttle fast tho.

It was, for me, to filter out good soil from the leaf litter with my sweepings for a big pot plant I was establishing.
Steve's suggestion of removing cat poo from litter sounds like a great use.
I'll get you one Steve if you'd like?
